No need for environmental protection agency, says UFU

UFU deputy president, Barclay Bell, has underlined the Union's continued opposition on the creation of an independent environmental protection agency, saying 'it would bring additional costs and red tape for farmers and no gains for the environment.'

He made the comments after the UFU submitted its response to yet another consultation from the Department of Environment on environmental governance.

“We have repeatedly stated that the farming community has always been supportive of environmental protection. As farmers we recognise the need for change, but we continue to object to new bodies being created just for the sake of change, particularly when they would add costs for family businesses already under financial and time pressures,” said Mr Bell.

It also remains the Union's view that the establishment of an independent agency would divert resources and focus, while adding another layer of bureaucracy. “We are also concerned about the lack of accountability. Above all, there is no evidence to show how a new body would provide greater protection for the environment than existing structures,” said Mr Bell.

The UFU believes NIEA (Northern Ireland Environment Agency) is getting better at understanding the agricultural sector and that this benefits both the environment and farmers. “Along with NIEA we have worked hard over the past two years to develop a plan that will deliver better environmental outcomes in ways that reduce conflict and support farm profitability. We are concerned that that what we have achieved would be damaged should a new agency be put in place,” said Barclay Bell.

The UFU says the focus from all stakeholders needs to be on the protection and improvement of the environment rather than the establishment of new structures. “Changes to environmental governance are needed, but these can be achieved with the evolution of the existing structures. Just because Northern Ireland is the only part of the UK not to have an independent environment protection agency, it is not a valid reason for creating one at a cost to farmers and for no environmental gain,” said Mr Bell.
